Julian was born June 27, 1990, in Tampa, Florida to Ronnie Allen and Raquel (Allen) Keen. He was a man whose presence filled every room—steady, loving, and deeply devoted to his family. Whether as a husband, father, son, or friend, Julian showed up with intention, quiet strength, and a heart that made people feel seen and safe.
Julian was deeply rooted in his community and took pride in uplifting those around him. He was a passionate advocate for mental health, always encouraging open conversations and reminding others that strength could exist alongside vulnerability. He found joy and discipline in his interests as a gun enthusiast and carried a deep respect for responsibility and safety. As a sailor, Julian embraced both the freedom and the grounding that came with the water—finding peace in its rhythm and purpose in its lessons. In every space he entered, he brought intention, brotherhood, and a sense of belonging.
He was also the proud founder of Rican Rambo, a brand that reflected both his passion and his purpose. Through this platform, he worked to bridge the gap between gun safety and mental health advocacy, bringing a thoughtful, responsible voice to conversations that deeply impact our communities. Known for his Caribbean and urban flair and warm, engaging, presence, he connected with many throughout the greater Charlotte area and beyond. In addition to his work as a dedicated security officer, he spent time in local gun stores where he both taught and continued to learn the mechanics of firearms, always emphasizing education, responsibility, and care. Above all, he remained a devoted family man, committed to protecting and uplifting those he loved while serving his community with pride and intention.
Julian was a provider in every sense of the word—not only in what he gave, but in how he loved. His laughter, his guidance, and the way he carried those closest to him will forever remain a part of the lives he touched.
The family will receive friends on Friday, March 27, 2026, from 10:00 a.m. to 11:45 a.m. at Hartsell Funeral Home of Harrisburg. A funeral service will be held immediately following at 12:00 p.m., officiated by Don Burleyson. Burial will follow at Salisbury National Cemetery, 501 Statesville Blvd., Salisbury.

Julian leaves to cherish his memory his loving wife, Gbale Hatti Allen, and their three beautiful children, Neema Jeneé, Nasir Julian, and Nova Joi Allen. He is also survived by his brothers Adrien and Marcel Allen, and Christopher Williams; and sisters, Lexuss Blue and Yuteh Williams. His legacy lives on through them—in their smiles, their strength, and the love he poured into their lives daily.
