A visitation will be held at Chattanooga Funeral Home in Hixson, TN on Saturday, March 27, 2010, from 12:00 1:30 pm. Funeral services will be held at Chattanooga Funeral Home North Chapel at 2:00 pm following the visitation. Burial will follow at Hamilton Memorial Gardens in Hixson, TN. A memorial service will be held at Poplar Grove Baptist Church in Concord, NC at a later date. Born on March 27, 1935 in Franklin County, TN, to the late John Henry Payne and Mary Magdalene Case Payne. Survived by his wife of 54 years, Mabel, sons, Terrell Payne of Swannanoa, NC and Anthony Payne of Knoxville, TN, daughter, Tonya Padilla and husband Kristopher of Concord, brother, Ray Payne and wife Phyllis of Dayton, TN, grandchildren Kassie, Ryan, Chase, Alyssa, and Rylan. Frank graduated from Hixson High School, Tennessee Class of ’54. He attended Poplar Grove Baptist Church in Concord and was a retired circuit board technician with IBM.
